Commercial boundary

Operations, activation fees, annual fee, included allowances, pass-through costs, and change-order rules.

Operating boundary

Systems, permissions, prohibited actions, approval thresholds, coverage, incidents, release cadence, and rollback.

Exit boundary

Credential revocation, data export or deletion, runbooks, transition support, and retained evidence.

Controls before autonomy.

The goal is the safest useful authority level, not the highest possible one.
